One method is creating a terrain model is based on one or more GeoTiff files:

Upon completion of the wizard, you will be prompted to select a boundary and then one or more GeoTiff files can be selected via an Explorer dialog. Drill Control will generate a TIN Surface with the boundary as Data Clip boundary and the DEM files added as source. The result is a Civil 3D Surface:
